State Coordinator Administrator (SCA)

Who this is: Works within one state. Must have a state scope.

Can see

  • Finance, schemes and monitoring, limited to their state.

Can do

  • Manage SAPZ, institutions, reference data, risk, indicators and reports for their state.
  • Review finance applications, including the committee decision.
  • Work the case registers in their state.
  • Register cooperatives and members, and verify them (as the second registrar).
  • Record climate readings and market prices.
  • Acknowledge early warnings. (Resolving them is not allowed for this role.)

Can never do

  • Approve a finance transaction.
  • Record scheme money.
  • Open or close a scheme.
  • See records from another state.
